Charging For Plastic Bage In Denver

The Rocky Mountain News had an article on a group called Better Bags Colorado who want to add a ten cent surcharge to all plastic bags at grocery stores.

"The only way you're going to change your behavior, really, is to have a little ouch at the checkout because you get enough ouches and you'll make a new habit out of it."

No, that's how left thinking would handle that situation. Cause pain to the consumer.
Right thinking would offer a tax incentive to businesses who offered an alternative to plastic bags.

San Francisco tried this a few years back, and it didn't work. Instead, they banned them entirely. Actually, I would prefer they just ban them instead of trying to make money at it.
