You know what the difference is between them and us on this issue? The U.S. is not going to make pledges it knows it can't uphold. The EU, like all countries hell-bent on making global warming an issue, will do and say what ever is necessary to show a good face.
And now EU has given all their citizens
"green guilt". I guess they feel the need to pay people to tell them they are environmental sinners, at least according to their government.
