The U.K. Discusses 'Personal Carbon Credits'

What seems like a good idea to some, is actually another way for the government to control another aspect of your life.
In Great Britain, they are discussing a measure to have personal carbon credits that you use to purchase energy. That almost sounds communistic doesn't it?. Now that is probably not the british governments intent, but once you give them that power, getting it back is rarely ever possible.

Which leads me to an article the other day that Charles Krauthammer wrote. He thinks taxing gas to drive fuel effeciency is a good idea, then at the end of the year you would get that tax back. First, if you take the money then give it back, what is the incentive? Secondly, who gets the interst off the taxes? And lastly, how long would it be until the government started asking to keep some of it? After the first year? After the first month?
